The memory is not released after quitting Navigator. My Mac uses Open Transport.

Open the TCP/IP control panel. If the Options button is not visible, open Edit | User Mode, click on Advanced, and click OK. Click on Options, and uncheck Load Only When Needed. Restart the computer, open and close Navigator, and see if the RAM has been released.
